Local-council parking rip-offs in the news

[Update, 27 Jan 2014] Tonight's Inside Out programme on BBC1 looks at how some local authorities in the London area are setting targets for the number of fines traffic wardens should issue for parking offences. This kind of target-setting is contrary to government guidelines and may even be illegal if it leads to parking fines being used to generate revenue above the cost of implementing parking policies.
